Policy Development

Policy development is the process of deciding what should be accomplished, what should be done to accomplish it, how to accomplish it efficiently and economically, who should accomplish it, and so on.  Most policy development processes generally involve five stages, which are: (i) defining the issue that the proposed policy will address, (2) inclusion on the agenda, (3) policy formulation, (4) policy implementation, and (5) evaluation.
